Context:
Since 1982, the Grenoble University of Technology (INP Grenoble, France) plays a major role in the French-Vietnamese cooperation in Engineering Sciences with the three Universities of Technology in Vietnam. So far, Grenoble has received around 350 training Vietnamese students in engineering sciences from which more than one hundred have received a PhD. Since 1996, INP Grenoble is one of the 6 French Universities of Technology constituting the consortium for the ambitious project P.F.I.E.V. (training program for engineers of excellence in Vietnam).
The Hanoi University of Technology (HUT) is one of the four Universities of Technologies where PFIEV has started in September 1999. In 1996, our Vietnamese colleagues from the HUT have wished to build 2 MASTERS in Signal Processing with high scientific and pedagogic levels: the MASTER Instrumentation and Control Systems (ISC) and the MASTER Information Processing and Communication (TIC). The opening ceremony of these MASTER programs TIC and ISC has been done on February 18, 2000 in Hanoi. The first class of students has been welcomed in October 1999.
But there cannot be education programs with high scientific and technological level without associated research activities. We had in mind, since the beginning of this French-Vietnamese university cooperation program, that the aspect formation and teaching must imperatively be completed by the development of concerted and thought actions in fundamental and applied scientific research.
That is why we have proposed to the Dean of the Hanoi University of Technology on February 18, 2000, during the opening ceremony of the MASTER programs, to create the MICA Research Center.
The project:

From this first version, we organized, on October 19, 2000, a general presentation of the project during an official ceremony in front of the Vietnamese authorities and of the main authorities of the French Embassy and of the Francophone University Agency (AUF).
At the end of year 2000, we wrote a second version of the project, with the help of the Doctoral Center of the Hanoi University of Technology. This version had been shown to the French CNRS at the beginning of 2001.
In June 2001, the French CNRS announced that they accepted to support the project by funding the secondment of a French researcher (Eric Castelli) for one year in Hanoi. This researcher is having the responsibility of French assistant-director and of scientific coordinator.
The first premises:
At the end of September 2001, Eric Castelli settled down in Hanoi. The Doctoral Center decided to give him a first temporary office for starting his activities, while waiting for the renovation of the temporary premises, and the construction of new premises on the C10 basement.

In these temporary premises, the first activities of MICA have started: a bilingual secretary/interpret is hired and the first training students are taken.

In January 2002, just after the Christmas and new year holidays, the renovation of the temporary premises was finished, and the installation in these premises started: a big week to install everything, furniture as well as computers.

Since then, the research and formation activities of MICA are fully operational.

The new premises:
At the beginning of year 2001, the Hanoi University of Technology decided to give to the MICA Center new premises of about 550 m2, constituted by the construction of a supplementary level on the C10 basement. During all year 2001, the promoters of the project (Nguyen Trong Giang et Eric Castelli) imagined their first simulation of the new installation in these new premises. In 2000, the C10 basement is white... and then, in 2001, for the Ceremonies for the 45th anniversary of the Hanoi University of Technology, it has been completely repainted in yellow, like the other basements of the HUT. The following pictures are showing the C10 basement before the start of works.

On January 16, 2002, an inauguration ceremony for the beginning of construction and renovation works for the C10 basement has been organized by the persons in charge for patrimony and development of the HUT. Since then, the work really started. MICA finally entered in the new premises in September 2002.

Les travaux se sont terminés avec seulement une quinzaine de jours de retard par rapport au calendrier prévisionnel. Une petite cérémonie de réception des locaux a été organisée le 22 août 2002.

Les chercheurs de MICA s'installent alors dans les nouveaux locaux, en respectant les usages et coutumes au moment de la prise de possession des salles de travail.

Les travaux d'aménagement en mobilier et en matériel informatique de ces nouveaux locaux commencent dès le mois de septembre 2002 jusqu'à la cérémonie d'inauguration officielle le 19 novembre 2002.

Résumé : La Cérémonie de signature de la convention qui associe le Centre MICA au CNRS français sous la forme de la création d'une Unité Mixte Internationale (UMI 2954) s'est tenue le 16 mai 2006 à 10h00 au bâtiment C1 de l'Institut Polytechnique de Hanoi, en présence d'une délégation du Ministère des Affaires Etrangères français, d'une délégation du CNRS, d'un représentant de l'INP Grenoble et de personnalités de l'IPH (dont M. Pr. Hoang Ba Chu, recteur).

Etaient présents: La Cérémonie de signature a été suivie d'une visite du Centre MICA, puis d'une visite du Centre de Formation à la Maintenance Industrielle (CFMI). |
